       H.R. 2244.
       Congress has the power to enact this legislation pursuant 
     to the following:
       Article I, Section 8, Clause 3, of the United States 
     Constitution, which states that the Congress shall have power 
     to regulate Commerce with foreign nations, and among the 
     several states, and with the Indian Tribes.
       Article I, Section 8, Clause 18, which states that the 
     Congress shall have the power to make all laws which shall be 
     necessary and proper for carrying into execution the 
     foregoing powers, and all other powers vested by the 
     Constitution of the United States.
