SENATE AMENDMENT TO AN ACT TO PROVIDE FOR RECONCILIATION PURSUANT TO 

TITLES II AND V OF THE CONCURRENT RESOLUTION ON THE BUDGET FOR FISCAL 
YEAR 2018
Committee on Rules: Full Committee held a hearing on the Senate 
amendment to H.R. 1, an Act to provide for reconciliation pursuant to 
titles II and V of the concurrent resolution on the budget for fiscal 
year 2018 [Tax Cuts and Jobs Act]. The Committee granted, by record 
vote of 8-4, a rule providing for the consideration of the Senate 
amendment to H.R. 1. The rule makes in order a motion offered by the 
chair of the Committee on Ways and Means or his designee that the House 
concur in the Senate amendment to H.R. 1. The rule waives all points of 
order against consideration of the motion. The rule provides that the 
Senate amendment and the motion shall be considered as read. The rule 
provides 20 minutes of debate on the motion equally divided and 
controlled by the chair and ranking minority member of the Committee on 
Ways and Means. The rule provides that clause 5(b) of rule XXI shall 
not apply to the motion.
